The plan for a no-kill community in Dallas

Members of the Dallas Companion Animal Project, all leaders in Dallas' animal welfare community, have submitted a plan to the City of Dallas' Quality of Life Committee that would make Dallas a "no-kill" city in five years time. The chair of the Dallas CAP task force, Rebecca Poling, says that one of the key elements is to get community support for the project.
